A Kocher forcep, also known as Kocher hemostatic forceps. 
It  is a surgical instrument used to grasp tissue or clamp blood vessels to control bleeding during surgery.
 
It has straight or curved jaws with small teeth (1x2 teeth pattern) to prevent slippage when gripping. They are typically made of stainless steel and come in various lengths, usually around 5-1/2 inches (14.0cm).
